Methodology

Our goal: to promote accessibility

This observatory was created in 2025, as a continuation of the Digital Accessibility Portal. Both entities are managed under the auspices of the Information and Press Service.

The observatory's goal is to promote efforts made to promote digital accessibility in Luxembourg's public services. Digital accessibility consists of making digital content and services understandable and usable by everyone, particularly people with disabilities.

Every year, the Press and Information Service has some 6 mobile applications and 15 websites audited. It audits 93 websites itself using a simplified control method.

The observatory plans to publish audits conducted by other public services, at their request.

The observatory also aims to open up to the private sector: any company that wishes to do so can highlight its work here. This portal must therefore, in the long term, become a living base, regularly updated, where transparent and measurable information must be available.

Assessment protocol

In order for the statistics published on this observatory to be relevant and comparable, each audit submitted for publication must comply with:

We invite you to consult the testing methodology specific to RAWeb or RAAM on the Digital Accessibility Portal: there you will find information on the sample of pages or screens to be created, the test environment to be respected, and how to test the pages or screens. Finally, a list of tools is provided to help you conduct the assessment under the best possible conditions.

To find the samples defined each year, go to the Open Data portal.

The digital accessibility awards are based on the results of the audits and on compliance with the criteria established on this dedicated page. We encourage the managers of sites and apps that receive such an award to promote it on their own media.
